1. All construction personnel must carry out safety training and education for existing line construction before construction, and can only work after passing the examination
2. During the construction period, a special person must be stationed at the station to keep the construction site in close contact with the station at all times, so that the construction personnel can stay away in time when the train approaches, so as to ensure the safety of driving and personnel
3. Construction safety protection must be set for construction on the existing line according to the protection methods specified in the railway technical management regulations. Construction operations cannot be carried out without construction protection. Safety protection measures shall be checked and accepted before use
4. For the construction close to the existing line, broadcasting and rope pulling protection must be set up, and full-time protectors must be set up. The protectors must be specially trained and obtain the certificate of qualification before they can work. It is strictly forbidden to use labor workers for safety protection work
5. Before construction, reinforcement measures must be taken for the line according to the site construction site, and protective railings must be set on both sides above the station track on the platform floor of the station building as required. Strengthen the monitoring and maintenance of line stability during construction. And prepare emergency supplies on site
6. When passing through the existing line or station track, the construction personnel must stop and look around and confirm that there are no trains at both ends before passing
7. Strictly implement the vehicle avoidance system. When the vehicle arrives, the guard should timely notify the operators to get off the road to avoid the vehicle. After the operators get off the road, the guard should check whether there are construction tools on the line or whether the tools violate the limit
8. Construction personnel shall not walk on the track. During construction, all kinds of construction materials and machines and tools are strictly forbidden to invade the gauge
9. Strengthen the inspection and renovation of equipment at the construction site, grasp the changes at any time, and in case of abnormalities, timely notify the construction director, and decisively take measures to ensure safety
10. The station shall be equipped with on-site station guards to keep continuous contact with the site, notify the on-site person in charge in case of a train coming, and master the train operation; All personnel shall get off the road to avoid vehicles, and tools and materials shall be withdrawn from the gauge in time
11. The previous operation is not allowed, and the related technological development is also required to wear spiked shoes and plastic soled shoes for thousands of miles a day. One station, two views and three passes are required to cross the line
12. Establish a strict shift handover system and make records
13. All posts must be strictly adhered to and must not leave without permission
14. The construction projects that affect the driving or the stability and use of driving equipment are prohibited from construction without application and approval. It is strictly prohibited to construct without authorization or expand the construction content and scope without authorization. If it is really necessary to carry out construction that affects the stability of embankment and cutting in flood season, the construction can only be carried out with the approval of the project department

the construction of adjacent business lines is divided into three categories: A, B and C. The results obtained are more likely to be related to the basic tearing capacity of materials. The range of 2 meters outside the contact post of electrified railway (2 meters outside the additional suspension outside the contact post, 2 meters outside the anchor line when there is a section with anchor line) and 1 meter outside the signal post of non electrified railway is called the safety clearance of business line equipment
1. The following engineering construction affecting the stability, use and traffic safety of business line equipment adjacent to the railway business line is classified as class a construction and must be included in the monthly construction plan of the railway administration
(1) the construction of invading the safety limit of business line equipment during hoisting operation
(2) the construction of erecting or removing all kinds of iron towers, pillars and contact rods that intrude into the safety clearance of business line equipment during operation
(3) the accuracy of subgrade excavation, subgrade grouting and foundation force value can also reach 0.5% pile construction, which affects the stability of subgrade
(4) it is necessary to speed limit the construction of adjacent business lines
2. The following engineering construction adjacent to the business line that may endanger the driving safety of the business line due to overturning, falling and other accidents is classified as class B construction. For class B construction, protective facilities shall be set up and approved by the relevant business department of the railway administration. If protective facilities cannot be set up, they shall be included in the monthly construction plan of the railway administration. The setting of protective facilities that affect the stability, use and traffic safety of business line equipment must be included in the monthly construction plan of the railway administration
(1) crane hoisting operation with a height or operation radius greater than the distance between the crane and the safety limit of the business line equipment
(2) various constructions that affect the stability of railway communication towers, communication base stations, signal relay stations, box machine rooms, power supply towers, pillars and other foundations
(3) the construction of equipment and materials for cast-in-situ beams, steel sheet piles, steel pipe piles, scaffolding, falsework and other construction adjacent to the business line that fall behind and invade the safety limit of the business line equipment. 4) The cutting section of the business line may cause organisms to fall, overturn and invade the construction of the safety limit of the business line equipment. 3. The following construction that may affect the stability of railway subgrade and the use safety of running equipment in the vicinity of business lines is classified as class C construction
(1) forklift, excavator, bulldozer and other construction machinery operations
(2) excavation of foundation pit, dewatering and excavation pile construction
(3) trenching, soil borrowing, subgrade rolling and other construction within 10 meters of power supply, communication, signal (optical) cable trenches and power supply pillars, communication signal towers (boxes, call pillars)
(4) construction that does not intrude into the safety limit of business line equipment, such as binding reinforcement, installing and removing formwork
(5) subgrade filling or spoil construction
